And the best way to track your progress is by using a hair length chart.

What should your hair length goal be? 

A great starting point is shoulder length, collarbone, armpit length and so on. 

Ear Length
Chin Length
Neck Length
Shoulder Length
Collarbone Length
Armpit Length
Bra strap Length
Mid-back Length
Waist Length
Hip Length
Tailbone Length

And anything beyond tailbone is way too much hair in my opinion and will require much maintenance.
